Windows 8.1 got finally released through Retail Outlets and PC Manufacturers (Vendors) on 18th October. It was already available for digital download to MSDN/ Technet subscribers on 17th October.
The below file is in ISO format. You can use Nero or an equivalent software to burn the ISO image on to a disc or a USB drive.
